Judge Kincaid Retires

Senior Resident Superior Court Judge Timothy S. Kincaid of Newton has told the Observer-News-Enterprise he will retire from the judicial system after more than 28 years as a judge in North Carolina Judicial District 25B, which is Catawba County, when his current term ends in December 2014.
