CHARLOTTE — Jason Richardson says he knew the Philadelphia 76ers' poor shooting at the start of the season wouldn't last.

Catawba County Assistant County Manager Dewey Harris has earned the International City/County Management Association's (ICMA) Credentialed Manager designation.
